2.为防止与支出链分开，收取负价，LUNA支付税费税费池的折价锚定值。
3.若发生异常数值偏离，LUNA支付税费池将失去上述与支付减量特性的LUNA;如果下调，LUNA支付税费池将失去LUNA。
4.为了进一步减量，LUNA支付税费池将失去所有在该网络的LUNC和LUNC持有人的LUNC预称;
