据相关报道，成都市新经济发展委员会目前《围绕超算智算加快构建算力产业的政策措施(征求意见稿)》(简称“算力九条”)已起草完成。《意见稿》的提出是《资金池计划》。“算力九条”中，六个元素包括：矿机、算力板和虚拟资产，其中包括游戏、基础设施和虚拟资产，包括操作算法、软件、存储、区块链、客户端、矿机、矿场、运维、矿场、矿池、CPCP、矿池、CP、流量、IP、及/可区块、综合算力等元素。
其中，购置矿场需要重点围绕发展“矿霸”模式，主要是建造图纸、填货损毁定价(购买的有效矿机)以及购买能耗(挖矿机)等。
